Céline Moreau
Since 2020, Céline Moreau has been practising urban planning law and environmental law in both the Brussels and Walloon Regions, as well as real estate law. Her work covers a wide range of assignments, including:
- Real Estate Transactions and Structuring: Advising on acquisitions and disposals of properties (asset deals / share deals), including legal and planning risk analysis; drafting and reviewing unilateral promises, sale agreements, temporary occupation agreements and preparatory deeds; conducting audits on property rights (ownership, usufruct, long lease, building rights) and analysing charges and easements.
- Leases and Property Occupation: Drafting, negotiating and reviewing commercial leases, office leases, residential leases and related agreements; strategic advice on termination, renewal, rent review and compensation; managing lease-related disputes (arrears, eviction, indemnities, contractual breaches).
- Real Estate Development and Operation: Legal support for development projects (housing, mixed-use, offices, public facilities); feasibility analysis (land use, regulatory constraints, planning charges); advice on co-ownership matters, including drafting and amending regulations, and handling disputes between co-owners and syndics.
- Real Estate Litigation: Representation before civil and administrative courts in disputes relating to property rights, neighbour nuisance, leases and unauthorised occupation, and liability in real estate projects; drafting pleadings, procedural strategies and managing judicial expert reports.
- Urban Planning and Land Use: In-depth analysis of applicable plans and regulations in the Brussels-Capital Region (PRAS – general and specific provisions); advice on planning and environmental permits (obtaining, amending, regularising and appeals); assistance and defence in administrative appeals and before the Council of State.
- Public Real Estate Law / Institutional Actors: Legal advice and assistance to public and semi-public bodies, particularly in infrastructure and public transport sectors; analysis of planning and real estate impacts of public projects; securing legal compliance for occupation and operation of public buildings.
